Strategy for League?

Hi all, I'm in a pub league - don't care about overall points, just beating the mates.
One of the guys says (because league games don't start till round 3) he's going to keep his team empty until end of round 2 - so he's got an idea who's playing, well or otherwise, etc.
Question is, can he do that? Or does the system boot him out if he doesn't have a complete team and fill it with some random other?
If he can hold his place with a blank team, it seems like a good strategy?

All incomplete teams are booted.
Teams must be complete at lockout to participate in the comp.
